How does a bill become a law? Laws starts with an idea. The idea is either that of the legislator or a constituent. Once the idea is thought out, the legislator goes to the Legislative Council to have a bill drafted. The Bill must then be introduced in either the House Chamber or the Senate Chamber. Once the bill is introduced in either chamber, it must go through a Committee. If the Committee favorably passes the bill it goes to the Rules Committee and ultimately to the originating Chamber for a vote. Once it passes that Chamber it must crossover to the other Chamber for a favorable vote then off to the Governor for a signature. Then the bill becomes a law.
What is Crossover Day? Crossover Day in Georiga is Day 28. It is the last day that a general bill will be heard in the originating chamber with the hopes of it becoming a law. The bills then cross over to the non-originating chamber to be considered. Once the bills pass both chambers, they will go to the Governor for a signature.
What happens if a bill does not get a vote in the originating chamber? From most perspectives, all bills are alive until Sine Die, the last day of the session. Sine Die is March 29. However, for the most part, a general bill is considered dead if it does not pass out of the originating chamber by Crossover.
